NOAA GFS Wave proof of concept
This temporary page now does two things: it can still prove the NOAA response is real GRIB2, and it can also parse a wider offshore box into a buoy-like summary for the nearest offshore grid point north of Hanalei Bay.
NOAA uses longitude from 0 to 360. The parsed test uses a wider offshore box so we can pick the nearest non-null ocean grid point north of Hanalei and turn it into a buoy-like summary.
